The author remained unknown, but 'on avait pourtant arrêté et mis à la Bastille un nommé Darigrand auquel on attribuait l'Antifinancier, qui parait avoir été écrit par la même plume que les Antropophages; mais il fut relâché avant la mise en circulation de ce dernier libelle' (INED). - Title-page and first few leaves browned. ‎

Deuxième année" and handwritten the date and the word "Gabelles". Deals in 17 articles with these taxes, article 14, covering the pages 8-11, gives details of the bonusses to be received by the collectors of these taxes: they range from 300 to 600 livres. ‎

Project to reform the deplorable state of the finances of France by suggesting a tax on succession, on the revenus of the higher clergy, the monasteries, churches, etc. Olympe de Gouges praised this work in her "Lettre au peuple ou projet d'une caisse patriotique" (1788). CCFr gives only 4 copies in France. ‎

Proposes to have 3 million family heads likely to pay tax assessed for one single tax only reaching from 5 to 750 livres, which would bring 724 millions. All other taxes could then be suppressed. ‎

‎A Londres, 1787. 24 pp. 8vo. Modern boards, original blind covers preserved. Kress B.1261; Stourm, p. 137; not in Goldsmiths. First edition. On French government finances and especially the taxes on the eve of the revolution. The author also sharply rejects the privileges of the clergy, the class that does not pay taxes, has accumulated an enormous wealth and is yet again exempted from paying taxes. The nobility also has priviliges but the author intelligently observes that the nobility is used to sacrifice and serving the state in various capacities, and, contrary to the clergy, it's position in the state is closely tied to the state itself, in other words, a collapse of the state will have immediate impact on the nobility and their status. It discusses the position of Calonne and the possibilities of reform and the various forms of opposition any reform will provoke from various groups. ‎

‎En France, 1751. 70, (2) pp. 8vo. Modern boards. Conlon S51:11; not in Kress; not in Goldsmiths; not in INED (see 1094 for the work by Chauvelin). The 'Avis de l'Editeur', printed verso title-page states the first manuscript was lost and that it had been necessary to ask the author for another copy of the manuscript. The author did indeed supply another copy of the manuscript but only after he had made considerable changes in the text. This suggests that this is the first printing of the text. The Examen Impartial was written by the Abbé Louis-Philippe Chauvelin in which he argued that, although the clergy was entitled to its special prerogatives, it could not use these to claim total exemption from taxation.According to Conlon a second volume was published in 1753 entitled 'Suite des Lettres Critiques ....'. Conlon also knows of no other edition but the present one as the first publication of this text. ‎

Kress 7170; Goldsmiths 11330; Einaudi 5517; INED 4798; Higgs 6403; Peignot, Livres Condamnés, i, p. 141. First edition. Severely prosecuted attack on the Fermiers-Généraux, forbidden already in 1776. 'Diatribe sanglante contre les fermiers généraux et les abus scandaleux de leurs agents. L'auteur met en scene un malheureux dont les 'suppôts de la ferme' ont ruiné la famille et fait périr le père de chagrin' (INED). According to a manuscript note in the Kress copy: '..... l'on croit que cette sanglante diatribe des fermiers généraux a été composée, imprimée et répandue sous les auspices du ministère actuel (celui de Turgot & Malesherbes).'This, in fact, is the first edition of a work which became better known under the title "L'Ami du Peuple François, ou Mémoire adressée à Mr. Turgot, ....." published at Limoges one year later (1776). Even the motto in both works is identical: "Ni Ferme ni regie: l'une et l'autre font la perte des Etats." The present work contains the same text as the "L'Ami du Peuple" (upto page 84, and then the pages 256-269) and contains in addition much detailed information about the taxes. It was probably deemed to complex or technical and was published again in 1776 as "L'Ami du Peuple François" this time omitting the detailed information about the taxes. The work suggests Turgot to abolish the tax system in use as it is injust and odious, of relatively little profit to the king but very profitable for the taxfarmers and hard-pressing on the population. The work describes in detail the various taxes in existence, their effects, the cruel practises of the taxfarmers, the uneven division of the taxes and the disastrous effects.It is told in the form of a story: the anonymous author recounts the story of his father and his family and how they were, little by little, driven to complete ruin. His father, responsible for the collecting of taxes in his village, is thrown in jail and his possessions confiscated by the taxfarmers because of his inability to raise the requested taxes from the other taxable inhabitants of his village. ‎

Reprint of this very rare and important little work, editon limited to 150 numbered copies and 30 not destined for the trade, and since long out-of-print. The unknown author of this tract brings up the question of the defense of the interests of the lower classes of the population, those who have no property nor any other wealth, no status, no rights and who ask only this: to have work to do, the certainty that this work will enable them to live and not to be robbed by the taxes. ‎

‎Bel ensemble de 19 documents de 1791-1792 reçus par M. Garrau de Balzan, receveur à Saint-Maixent, concernant les impôts, les règlements, les bordereaux qu'il doit ou non remplir, les sommes qu'il doit, et avec lesquelles il semble avoir quelque problème ("Vos recouvrements, dont l'arriéré est véritablement énorme...", dit une des lettres). Alternent les bordereaux, récépissés, lettres manuscrites, clarifications sur les lois et règlements. Les courriers sont principalement signés Proust et Vauguyon. Un extrait de règlement du 23 juin 1792 a été légèrement brûlé (manque d'un cm au milieu de la feuille, sans perte de texte), un bordereau est en partie déchiré avec manques (sans perte de texte non plus) et noirci, l'ensemble est en excellent état. Beau document sur l'administration révolutionnaire, ses règlements, son style - on passe brusquement au tutoiement du Citoyen dans l'un des courriers... Informations supplémentaires sur demande. Very rare only edition and suppressed by the Cour des Aides in February 1779 because it was considered contrary to the authority of the Court, it lacked respect for its decisions and it violated the confidentiality of the decisions. This precious and scarce volume, which was not available on the market and which was suppressed in 1779, contains the work of Malesherbes during his tenure in office at the Cour des Aides, that is, the work of 25 years: the reports of the sessions of the Cour des Aides and the remonstrances. It was published with tacit permission and did not contain, in the first instance, those pleas in which Malerherbes addressed the king in quite frank language. These withheld texts were shortly thereafter nevertheless printed and inserted and they form the indispensible 10 page supplement at the end of the volume.The Court des Aides was suppressed, together with the Parliaments, by Maupeou in his attempt at reform; it played, under Malesherbes, a significient role of opposition to what the Court considered to be "royal arbitrariness" and basically shared the "constitutionalist" ideology common to most members of the Grande Robe. The Court was suppressed in 1771 and re-instated in 1774: Malesherbes was recalled to Paris with the reconstituted Cour des Aides on the accession of Louis XVI; it was at this point that he spearheaded the famous 1775 Remontrances of the cour des aides, which detailed the problems facing the regime and envisioned a total overhaul of fiscal policy. Louis XVI was so impressed with the plan -and fearful for the future of his government- that Malesherbes was appointed minister of the maison du roi in 1775. He held office as a royal minister only nine months; the Court proved intransigent in its opposition to his proposals for fiscal restraint and other reforms, including curtailing the arbitrary issuance of lettres de cachet, and he soon found himself bereft of political support. He resigned together with Turgot in 1776.- Pages 71-72 bound between pages 66-67, and with the pages 71-72 bis present, 457-8 omitted in numbering, numbers 465-66 used twice, but text complete. ‎

‎Le papier de la couverture porte l'adresse de PERDOUX à Orléans et le N° de modèle 331. Les Assemblées provinciales ont été créées à la fin du XVIIIe siècle afin de limiter les prérogatives des Intendants et des Parlements. Elles avaient pour compétences de répartir et lever les impôts, diriger la construction et l'entretien des routes et des bâtiments publics et faire au Roi des représentations en vue du bien de la province. Elles ont eu une durée de vie très courte, réunies en 1787, elles furent annulée en 1788 en raison de la convocation des Etats généraux. ‎
