Après son service pendant la Guerre de l'Indépendance et pendant la Guerre anglo-américaine de 1812, Sir Charles James Napier (1782-1853) fut nommé gouverneur de Céphalonie (dans le cadre de la prétendue République des îles ioniennes, en réalité sous administration britannique entre 1815 et 1864), et ce, de 1822 à 1830.
