‎Auteur de remarquables travaux sur le système pénitentiaire, la peine de mort, etc. Il achète, en 1846, 140 hectares du marais du Val d'Yèvre, près de Bourges, pour y installer une colonie agricole qui accueillit les jeunes détenus. Cette colonie a fermé en 1924. ‎
