‎Pierre Eugène Gouvernaire est né à Chappes en 1844 ; il fut ordonné prêtre par Mgr de Dreux-Brézé en 1868 et devint vicaire de Saint-Paul de Montluçon, il fut ensuite nommé curé d'Ussel, près de Chantelle en 1873, puis à Bizeneuilles en 1879, Neuilly le Réal en 1887, et Saint-Paul en 1890. ‎
