Bruxelles, De L'Imprimerie d'Emm. Flon, rue de la Putterie, 1791, in-8°, 40 pp , sewn, marbled paper wrapper. ( partly unsewn, loose in wrapper). With a modern printed ex-libris tipped on to the inside of the front wrapper. The 3rd Duke d'Ursel ( Wolfgang Willem - 1750 - 1804 ) was an important figure in the Austrian Netherlands ( major-general in the army, hereditary marschal ). In this publication he gives a lenghty description of his ideas about the political situation and the collision he experienced with the Revolutionary Forces. This request for a complete redress was , obviously , published after the collapse of the Revoultion and during the restoration of the Austrian regime ( end of july 1790 ).
