Eugène Broerman was the inspirator of a society for the esthetical improvement of the human environment. This idealistic and typical end of the 19th century movement was founded by him in Brussels. From 1905 onwards he published a periodical called '' L'Art Publique''. He also published several proceedings of international congresses which he organised in Belgium (Brussels, Liège) on his favorite theme. This third congres may be considered as one of the major events which he managed to realise. Apart from leading belgian politicians which had honorary functions at this congres he had also engaged architects such as Victor Horta, Winders, Paul Saintenoy, literary figures such as Pol de Mont , Iwan Gilkin, Henry Hymans etc..
