It was a publication of the ''Cercle Presso-Philatélique d'Anvers et des principaux Pressophiles de Belgique'' It was animated by J.B.Vervliet who himself had an enormous library and collection of specimen newpapers and journals. This Antwerp initiative ran parallel with a Brussels project called ''Institut International de Bibliographie''. (Mundaneum). One of their aims was to form a collection with specimen of issues of all periodicals in every language. In their typical 19th century frame of mind this collection would certainly greatly advance science and society."
