L'un des documents les plus importants relatif aux finances de la France pré révolutionnaire. Il est l'oeuvre de Jacques Necker alors ministre des Finances de Louis XVI. En pleine Guerre d'indépendance des États-Unis, Necker y présente en détail la situation financière hors état de guerre soit les dépenses et recettes ordinaires. Son but est de rendre publiques les finances afin d'encourager les investisseurs. La divulgation du montant de certaines dépenses telles les pensions ajoutée à son désir de réformes créent un scandale qui conduira à sa démission. Taches et petits accrocs. Mouillures claires.

But there was much more than figures in the treatise. Necker surveyed for the king (and the public) everything he had accomplished during his ministry. He expressed his ideas on reform and summarized what had been accomplished, and what he hoped to accomplish when the war (the American War of Independence) ended. The principles of moderate reform generated strong public support. 1) Edition rare, publiée la même année que l’originale de Paris (Hôtel de Thou, in-4° carré, 284 p), d'un célèbre ouvrage de Jacques Necker, banquier genevois et ministre des finances de Louis XVI. Directeur général des Finances et Ministre d'Etat (1776-1781), Necker avait publié en 1781 un célèbre «Compte-rendu présenté au Roi» qui avait été traduit en plusieurs langues et qui avait soulevé de vives critiques. Successeur malheureux du banquier genevois, le dispendieux Calonne, qui s'était permis de vives critiques à l'encontre de Necker, est à son tour attaqué dans cet ouvrage qui contient notamment: Examen du plan d'attaque de M. de Calonne / Discussion du Tableau comparatif de M. de Calonne / Rapprochement du Compte-rendu (de 1781) avec le dernier compte publié par le Gouvernement / Observations sur le Compte général des Finances / Sur l'état dans lequel j'ai laissé le Trésor royal à l'époque de ma retraite / Sur la somme des emprunts depuis 1776. Ce texte paru pour la première fois en 1781, reçut le nom de "Conte bleu", parce qu'il présentait sous un jour favorable les finances du royaume. Il ne faut évidemment pas confondre ce rapport financier avec le trop célèbre Compte-rendu de Necker en 1781. Il émane du bref passage de l'archevêque de Sens aux affaires, entre mai 1787 et août 1788. La publication annuelle d'un compte-rendu des dépenses et des recettes de l'État était au demeurant l'une des promesses de l'archevêque de Toulouse, Loménie de Brienne, quand il accepta la succession de Calonne au Contrôle général. Cette mesure accompagna la restructuration du Conseil royal des Finances qui devait réunir, une fois par mois, sous la présidence effective du Roi, tous les ministres pour décider de toutes les opérations de finances.
