A la différence d'autres capitales dont les origines sont liées à des légendes – telle Athènes célébrant son roi Thésée, ou Rome, créée par Romulus et Rémus – Saint-Pétersbourg a été fondée par un personnage bien réel : Pierre le Grand. Celui-ci ne s'est cependant pas contenté de faire ériger une ville à l'extrémité de son pays, il y a surtout bâti une capitale. C'est ainsi que, selon l'expression du poète vénitien Algarotti, fut ouverte une « fenêtre sur l'Europe ». Cet ouvrage nous fait découvrir le très riche passé de l'ancienne capitale des Tsars ainsi que les nombreux liens qui la liaient à l'Europe, particulièrement à l'Italie et à la France. L'auteur situe ainsi dans leur contexte les oeuvres des architectes, urbanistes, écrivains et artistes qui ont participé au rayonnement de Saint-Pétersbourg.
