Dans la terrible et longue lutte qui déchira au début du XIXe siècle le monde hispanique et aboutit à l'indépendance des colonies espagnoles d'Amérique, une immense figure se détache, celle de Simon Bolivar. Son action embrassa un territoire vaste comme l'Europe et, une fois l'indépendance acquise, il fonda cinq Républiques, le Venezuela, la Colombie, l'Equateur, le Pérou et la Bolivie. Mais il échoua dans son oeuvre d'homme d'Etat : le système qu'il préconisait aurait assuré la stabilité et la prospérité des jeunes Républiques. Il se heurta à la myopie de ses contemporains. Son échec ouvrit la voie à l'anarchie dans les pays libérés du joug de l'Espagne, et c'est à travers les convulsions qui n'ont cessé et ne cessent de les secouer que l'on mesure aujourd'hui le génie de Simon Bolivar. Malade, désespéré, ruiné il abandonna le pouvoir et mourut quelques mois plus tard en 1830.
